Draft Masterplan consultation

A Masterplan is a statutory document prepared in the early stages of the planning process. It establishes key criteria such as height, density, massing and bulk plus a sustainable mix of uses for large and/or sensitive sites. It guides the detailed planning application which follows and is a council-led process enshrined in statutory planning policy, which includes a duty to consult.

The Draft Masterplan and consultation for the Pavilion & Ferry Terminal site took place between 21 October and 17 November 2006. The public exhibition held at the Arts Centre included images and information on Howard Holdings’ emerging proposals.

The consultation exercise on the Masterplan elicited an excellent response, with 730 forms and letters received raising 2200 individual comments.

Environment & Conservation Committee Chair, Councillor Geoff Petherick, said: “This is a huge opportunity for us to carry out a major regeneration project, which will improve the vibrancy of the resort and bring with it employment, housing, community benefits and prosperity.”
